The panel includes Professor Jacobus tenBroek, chairman of the California Social Welfare Board and of the School of Speech at the University of California, Berkeley; Rev. Canon Richard Byfield, executive assistant to the Episcopal Bishop of California; and Herman Gallegos, special representative of the California Fair Employment Practices Association.
