Dr. Charles Moskos, professor of sociology at Northwestern University, suggests that there may need to be a separate code of conduct for gay and lesbian servicemembers. Dr. David Segal, professor of sociology at the University of Maryland and Dr. Judith Stiehm, professor of political science at Florida International University both recommend lifting the ban on gays and lesbians serving openly in the military. Lieutenant General Calvin A.H. Waller (Ret.) opposes openly gay servicemembers in the military and decries comparisons between gays in the military and the Civil Rights Movement. Sen. Nunn asks the panelists whether allowing openly gay servicemembers would undermine unit cohesion.
