Bonner began his speech with a description of a mass held at the Basilica in El Salvador by Archibishop Romero on March 25, 1980. Romero disapproved of the occupation of the Catherdral and made an appeal in a special way to the army, the National Guard, and the police to the effect that they are killing their own men and he begged them in the name of God to stop the oppression. Romero was killed the next day. Bonner asserts that the Salvadoran military is an institution to be dealt with as a social, economic and political force.
