He begins by outlining the conventional view of the United States victory in the Cold War, and the resulting success of the free market. Chomsky then examines Brazilian economics and politics to dispell this popular opinion. He argues that there is a negative correlation between U.S. influence in a country or region, and the presence of democracy. Next, Chomsky attacks the use of tariffs to structure international economic relations.
