Kozol questions why there are so many homeless in the United States, the view of homeless children as a failure in parenting, the lack of health care for homeless children, and conditions in the New York hotel Martinique, which serves as a shelter for homeless children. To make matters worse, the Reagan administration has reduced funding for shelters by 80% at the same time as homelessness is increasing. Kozol feels that the homeless need an equal chance at education and training, or they will continue to remain homeless.
