He argues that United States foreign policy is dominated by problems with the Soviet Union, and that arms competition will not work the way that economic competition would. Another area of competition is the space race, which is actually a battle for world image. There are three causes of the United States bad world image: 1) urban mismanagement| 2) unemployments| and 3) a military economy.
